What are the legal penalties if any for a contractor doing residential plumbing or electrical work without being a licensed electrican or plumber in the Lehigh Valley area of Pennsylvania?

You are responsible for the cost to repair any damage to propriety fro example a water leak three years from now or a house fire. If the water leak ruins a couch , TV or anything else) then you must replace it

Also you are NEVER allowed to apply for the license. That is the penalty that stops most apprentices from doing it . Once caught you have no future in the trade. Also the people who hired you must pay a $1150 if it can be proven they knew you weren't licenses.

If they didn't know then you are in real legal trouble for fraud we could be talking jail time it the licensing board is in a bad mood.

Also if the project was something like an addition for finishing a basement. Or anything else that would be noticed next time the house is on the market. The local inspector can require the work to be removed or a the very least the sheet rock removed so he can see the pipes and wire were done correctly.

The rule i discussed apply in those three states i have never worked in Pennsylvania
But you would think the rules can't be that different.

How do you add plumbing without cutting into the slab?

I once saw in a magazine that you can add plumbing without cutting into the slab. Yet I have not been able to find anything else on it. It was in a contractors magazine. If anyone knows anything please let me know.

They make rear discharge toilets that would allow the drain to be run thru a wall to the main. Don't know but they may make a set-in-place toilet and pump unit that would provide an above-the-slab forced main to the main. Check with a quality plumbing supply house.

The next answer mentions a sewer sump pump but that is a big job [think a 3' dia. hole about 3' below the slab for the sump] and would involve cutting some concrete. but it would allow you to locally set fixtures and pump up to the sewer main, so it wouldn't mean cutting a long line.

Should I use a General Contractor or Specialist?

I have an older home that needs several things done: new roof, porch repair, plumbing and electrical upgrades, and remodeling of the kitchen and bathroom. What are the advantages of using a general contractor to do the work, as opposed to hiring companies that specialize in one kind of home improvement?

I'd presonally say that you're better off to hire a general contractor and pay them the extra money.

If you put it out on individual contracts you open yourself up to a headache. Coordination of trades becomes your problem and if someone isn't on time and it holds someone else up they can make a claim against you for causing them a lost day.

Also as the others have said by selecting individual contractors you run the risk of getting someone that's bad. An experienced general contractor is going to select subs that do the job right, do it for the right price, and do it when it's supposed to be done.

Since most of the work looks like it could be performed by a general contractor you're better off with a single prime contractor instead of multiple prime contractors. If the only work being performed were specialized then i'd suggest going straight to the subs and saving the money but with the extensive nature of the remodel let the pros handle the headache.

Who is Joe the Plumber?

He is Joe Wurzelbacher, an Ohio man looking to buy a plumbing business who came to symbolize the notion of spreading the wealth in Wednesday night’s third and final presidential debate between Democrat Barack Obama and Republican John McCain.

Earlier this week, when Wurzelbacher got a chance to speak with Obama during a campaign appearance in Toledo, he told Obama that his tax plan would keep him from buying the business that currently employs him.

Sensing an opportunity during the debate, McCain cited that exchange when the candidates were asked to explain why their economic plans are better than their opponent’s. McCain said Obama’s plan would stop entrepreneurs from investing in new small businesses and keep existing ones from growing.

“Joe wants to buy the business that he has been in for all of these years, worked 10, 12 hours a day. And he wanted to buy the business but he looked at your tax plan and he saw that he was going to pay much higher taxes,” McCain challenged Obama.

“You were going to put him in a higher tax bracket which was going to increase his taxes, which was going to cause him not to be able to employ people, which Joe was trying to realize the American dream,” McCain said.
