What would be the percent restocking fee that a plumbing supply house in New York(Westchester) would charge a?

Do you feel that the plumber should pass on that charge to a customer who he could not even begin the job for due to failure of another contractor(excavator). The pipe was left on my property then returned due to inability to perform the job contraced for.
